Teaching Durable Skills in CTE: A Practical Framework for Instructors Planning This Fall

The problem instructors keep running into

Durable skills — communication, collaboration, critical thinking, problem-solving, leadership, adaptability — keep getting dropped from CTE instruction. Not because instructors don’t care about them, but because the curriculum is already full, the technical content is what gets tested, and “soft skills” feel too vague to teach and assess with any rigor.

That is an understandable problem, and for most of the last decade it was an acceptable one. The resources to teach durable skills systematically in CTE did not exist. That has changed.

Three frameworks published between 2024 and 2026 have given CTE instructors more concrete, evidence-based tools for embedding durable skills into technical lessons than at any prior point. The challenge now is not finding resources — it is knowing where to start and how to integrate without rebuilding the entire curriculum.

This article covers what the frameworks say, why the evidence base has strengthened, and what you can do this week to make durable skills a visible, assessable part of your fall lesson plans.

America Succeeds: Durable Skills Advantage Framework

America Succeeds built the most widely referenced durable skills framework in the CTE space. The Durable Skills Advantage Framework was validated against real employer job postings and identifies nine competencies that employers across industries consistently rank as essential: communication, collaboration, critical thinking, creativity, leadership, adaptability, problem-solving, time management, and self-direction.

What makes this framework immediately useful for instructors is that it comes with free rubrics — observable behavioral criteria that transform “good communication” from a vague aspiration into a specific, assessable target. For CTE directors building program-level outcomes and for instructors designing assignments, the rubric removes the biggest objection to teaching durable skills: that you cannot grade something this ambiguous.

Education Design Lab: Leveled Durable Skills Competency Framework (December 2024)

The Education Design Lab’s framework is the most technically sophisticated tool available for CTE programs. It takes each of the nine durable skills and breaks them into leveled sub-competencies — Level 1 (emerging), Level 2 (developing), Level 3 (proficient) — with observable behaviors at each level.

The leveling is the key practical innovation. A first-semester student in a welding program should not be expected to demonstrate the same level of professional communication as a student in their final semester about to enter employment. The Leveled Framework lets instructors sequence durable skills instruction across a program of study, so students build each competency progressively and instructors can assess growth using consistent, observable criteria.

AVID: CTE Developing Employability Skills, 2026–27

AVID released a new professional learning course in 2026 specifically for CTE instructors: Career and Technical Education: Developing Employability Skills (2026–27). The course translates AVID’s WICOR methodology (Writing, Inquiry, Collaboration, Organization, Reading) into CTE lesson design — giving instructors structured instructional routines that build durable skills without requiring a separate unit or class.

The WICOR-to-CTE connection is straightforward: Writing develops communication; Inquiry develops critical thinking; Collaboration develops teamwork; Organization develops time management; Reading develops comprehension of technical material. AVID provides CTE-specific examples for each WICOR move, adapted from general academic instruction to lab, shop, and clinical contexts.

What the research confirms

A 2026 literature review in the Journal of Career and Technical Education (Vol. 41, No. 1) examined 21st-century skills integration across CTE programs and found consistent results: CTE programs that intentionally teach, practice, and assess durable skills alongside technical content produce stronger employment and postsecondary outcomes than programs that teach technical content alone.

The review identified the specific instructional design moves that produce these results:

That shift matters for how schools treat durable skills instruction — it stops being an add-on and starts being treated as rigor.

A step-by-step integration method for fall

You do not need to rebuild your curriculum. You need to integrate, not add. Here is a sequence that works without requiring new courses or major new assignments.

Step 1: Pick 2–3 durable skills to prioritize. Do not try to teach all nine at once. Choose the skills most relevant to your CTE pathway: welding and healthcare instructors should prioritize precision and communication; IT and cybersecurity instructors should prioritize problem-solving and communication; business and marketing instructors should prioritize critical thinking and self-direction. Be specific — “written handoff documentation” is a lesson, “communication” is not.

Step 2: Level each skill across your program of study. Using the Education Design Lab’s Leveled Framework, write down what Level 1, Level 2, and Level 3 look like for each chosen skill in your context. This becomes your durable skills scope and sequence. A first-semester CNC student might demonstrate Level 1 critical thinking by following a troubleshooting checklist with guidance. By their final semester, they should independently diagnose a novel problem and document the solution for a peer.

Step 3: Design one performance task per unit that makes durable skills visible. In each unit, add a task that surfaces the durable skill as a separate scored component. A circuit analysis unit requires a written peer-reviewed troubleshooting explanation (communication + critical thinking). A food safety unit has students lead structured peer feedback on prep station organization (collaboration + organization). A patient vitals unit requires a written handoff report under time pressure (communication + time management). The key: score the durable skill separately from the technical outcome using the rubric.

Step 4: Use WICOR moves to embed, not add. AVID’s WICOR strategies deliver CTE content while building durable skills simultaneously: Writing (technical lab reports, reflection journals), Inquiry (Socratic questioning during demos, problem-posing), Collaboration (lab partner protocols with structured roles), Organization (portfolio structure, technical binder systems), Reading (technical manual decoding). These are not extra — they are how you teach the technical content better.

Step 5: Build a student evidence portfolio. Require students to maintain a durable skills portfolio — physical binder or shared folder — where they curate artifacts demonstrating growth in each prioritized skill. The nine durable skills are the same; what changes is the technical context in which they are practiced and the level at which students are expected to perform them at different stages of a program. The frameworks and rubrics are free. The implementation does not require a curriculum overhaul — it requires intentional integration into what you are already teaching.

Start with one lesson. Pick one lesson you are already teaching and identify the one durable skill you can make visible in it. Add a reflection prompt. Score it with a rubric. That is how durable skills instruction starts — not with a new unit, but with a different way of seeing what you are already doing.
