A counselor in any Pennsylvania high school can point to the same awkward gap: the student who mastered a precision machining sequence, earned a welding certification, or completed a clinical rotation is often the same student who was never offered a single college-credit course during high school. The lab proved the student could handle rigor. The schedule never gave them the chance to try.
That gap is the practical tension at the center of this week’s news from the Association for Career and Technical Education (ACTE) Postsecondary CTE Summit, held September 16–18 in Arlington, Virginia. The Community College Research Center (CCRC) at Teachers College, Columbia University used the summit to ask a pointed question: should college courses be “purposefully placed into every high school CTE program” rather than reserved for honors-track students who already plan to enroll in college?
The evidence is unusually clean
Dual enrollment is one of the few interventions in American education with a genuinely strong research record. The What Works Clearinghouse (WWC), the U.S. Department of Education’s evidence standards body, reviewed five studies meeting its quality bar and concluded that dual enrollment programs have positive effects on degree attainment, college access and enrollment, and college credit accumulation (Institute of Education Sciences, 2017).
That is not a soft finding. The WWC “positive effects” rating means the evidence is strong enough that a district can cite it with confidence when designing a program. For CTE leaders who are routinely asked to justify every scheduling decision against Perkins V accountability metrics, this is the kind of evidence that clears a path.
CCRC’s national and state-by-state analysis, published in October 2024, adds the completion picture. Dual enrollment students who enrolled in college within a year completed a bachelor’s degree at materially higher rates than their non-dual-enrollment peers — 36% within four years (March, Fink & Velasco, 2024).
The access story is sharply unequal
The same CCRC data reveals the problem that should trouble every CTE director. Among dual enrollment students, the four-year bachelor’s completion rate drops to 28% for low-income students, 29% for Black students, and 25% for Hispanic students — and these same groups are underrepresented in dual enrollment participation in nearly every state.
This is the “proven intervention, unequal distribution” pattern. The students who stand to gain the most from early college credit are the least likely to be scheduled into it. For CTE specifically, the gap is compounded: CTE concentrators — disproportionately low-income and students of color in many districts, including Philadelphia — are frequently steered toward credential-only pathways while their academic-track peers accumulate transferable credit.
PhillyCTE analysis: this is not a coincidence of scheduling. Dual enrollment is structurally treated as an academic program, housed in the college-prep office, advertised to students already on a four-year trajectory. A CTE student whose “next step” is an apprenticeship, an associate degree, or a stackable credential is not automatically part of that conversation — even though an associate degree or transfer credit is exactly what many of those pathways require.
What this means for CTE programs
The summit’s framing matters because it changes the question. Instead of “how do we get more CTE students into the existing dual enrollment program,” the CCRC session asked “how do we put the college course inside the CTE pathway itself.”
That is a different design problem. It means a health science pathway that co-locates a credit-bearing anatomy or medical terminology course inside the clinical rotation schedule. It means a manufacturing pathway where a community-college technical math course replaces a general-education math elective — taught in the context of tolerances and print reading. It means a construction pathway where blueprint-reading is delivered for both high school credit and community-college credit by a partner institution.
For Pennsylvania, the infrastructure partly exists. The Pennsylvania Department of Education (PDE) administers dual enrollment grant programs, and the state’s community college network — including the Community College of Philadelphia (CCP) — already runs dual enrollment agreements with districts. What is less consistent is whether those agreements reach into CTE programs, or stop at the academic-eligibility gate.
The Philadelphia angle is concrete. Philadelphia School District CTE concentrators complete industry-recognized credentials through programs aligned to NOCTI and employer standards, but the college-credit bridge from those credentials into a community-college degree is uneven. A student who earns a credential and then needs to “start over” in remedial coursework on placement tests loses momentum that dual enrollment could have preserved.
The good, the bad, what’s best?
The good: Dual enrollment has the strongest evidence base of almost any lever a CTE director can pull. The WWC rating plus CCRC completion data means embedding college credit in a pathway is a defensible, results-backed design choice — and it can be positioned as a recruiting advantage for programs competing for students.
The bad: The equity gap is structural, not incidental. CCRC’s numbers show the benefit exists but is unequally distributed, and CTE students sit disproportionately on the wrong side of that distribution. Programs that treat dual enrollment as an honors-track extra are, by default, excluding the concentrators who would benefit most.
What’s best: Embed college credit inside CTE pathways rather than alongside them. That is the summit’s central proposal, and it is the design most likely to close the gap without lowering rigor — because it meets CTE students in the lab, the shop, and the clinical site, where they already are.
✅ What CTE leaders should do next
Start with the articulation conversation, not the admissions conversation. A CTE director and a community-college partner can identify one pathway — health science, manufacturing, construction, IT — and map which existing occupational courses already overlap with a college course’s learning objectives. Then co-locate that course in the pathway schedule, with the same instructor or a co-teaching arrangement, so the college credit is earned at the point of use rather than bolted on.
The evidence says this works. The equity data says it is overdue. The summit said the quiet part out loud: a proven accelerant is sitting unused in the one place CTE students are most likely to find it — their own program.
